 Yes, it's possible. It's quite common to experience vaginal discharge without being turned on at all.
I don't know the exact medical or scientific explanation for it - I assume it's just your body doing all the things it's gotta do. It's pretty normal. =)

Yeah, I'd say so. You can get wet just naturally, as part of your vagina cleaning itself. But if you're going to have sex or something involving your vagina becoming wet, it's best if you're horny and then everything works so much easier, as you're wetter.
