I would not suggest declaring your feelings unless you have already ascertained in your mind that any reciprocal feelings on his part would be met with your willingness to make an effort to see him outside of school hours.
A better idea imo, would be to simply to to arrange spending some time with him and seeing how things go before announcing anything. Your not at step one and you are planning on step 7 - so to speak.
If you can't or wont make time, then it really cant go anywhere can it, so why bring about a situation that could be awkward for the both of you?
As for what will happen, how can anyone possibly answer that without even knowing how he may feel about you?

If you guys were really good friends you should let him know next time you see him or by phone =] it's cute. dont worry. I mean its not like he hates you. And make sure he doesnt like anyone else before you say it though.
