 i have them sometimes but when i find them after years i tend to toss them.
if he has them and still looks at them regularly I'd be concerned... but if they are put away "in a box"
then I'd not be concerned

No, that's normal. It's all right to keep a few photographs somewhere, locked away in a box or something, but keeping them lying around where a partner can see them is most inconsiderate. And naked shots? No bloody way, that's totally unacceptable!

 He shouldn't have naked or underwear shots around. It's one thing to keep them somewhere they are never looked at (but there in case he's ever single again) but it's totally inappropriate to pull them out while dating someone else. I don't think it means he isn't over them, but it's still not generally appropriate. Does he know they bother you?

Yes, they are memories that he has had with his past girlfriends. I have manny pictures of my ex boyfriends. i think some of them are completly hittious. but i still keep them. they are fun to look at when you are older.(:
