Many men only put on the condoms when they want to insert into the women. During foreplay it can be a hindrance.
The risks of getting pregnant is very low during foreplay as long as the penis does not go near the vagina.
You can take those contraceptive pills/family planning pills daily if you are sexually active.

In order to not get pregnant or catch sti's/std's, protection is neccessary for the duration of intercourse, ... and even during foreplay.
The beginning of intercourse is far less risky for pregnancy than later stages when male ejaculation has/could occur.
That said, even pre cum in earlier stages could impregnate you, and any unprotected contact could give you something transmissible.
Ideally use condoms as well an a secondary birth control such as the pill, patch, injection, iud, etc.
