Is it a waste of time to go after someone who isn't over their ex?

I would like people's opinions on dating this guy. He's 23, was in a serious relationship for two years. She dumped him and for at least six months he was miserable and still wanted her. They got back together for about two months but then she went back to college. They kept seeing each other up til about two months ago when they had some kind of fight and she doesn't want to see him and they aren't talking. I know all this because I know his friend. He's out in the clubs now but I'm not sure, is it a waste of time to go after someone thats probably still hung up on his ex?
