this is you chance to say "what did you mean?"
or if YOU want to date him you could ask him.

 Ok so maybe he is hinting at you that he would like to take you out, but am not so sure. Maybe he was just making conversation and didn't know what else to say to you. Did he ask you to go to the city with him? If he did well then yes I would say that he was trying to ask you on a date. If you like him tell him if not well then don't read to much in to it.
