We have hugged and kissed each other but since we both are extremely shy, we never had sex. But we often talk about things openly. Yesterday, i was with him in a public area, when he whispered into my ear "to tuck my shirt properly", because through it, my bra was visible enough. So i did the same. After sometime, we were talking normally, when i caught him looking at my cleavage but i didnt utter a word that time. Just smiled. While he immediately said something else turning his head. He didnt have an idea that i caught him red handed. Now i want to ask you guys, if he is acting shy or he wants sex with me?Should i tell him i saw him looking at my breasts..? If yes, then, how to say it? As i dont want to make things awkward for him. Also that time some other guys were teasing me in front of him so he asked me to go home. What does it mean when a boy does so..? Any help would be appreciated.Thanku so much..:)

Any guy (unless he is gay) is going to find themselves looking at a girls breast if she has her cleavage showing from her top exposing it.
I don't think you should tell him that you saw him looking at your breasts. That would just be embarrassing for him.
If you like him then the next time you are kissing each other you could ask him if he wants to touch your breasts or you could even just take his hand and put them on them.
You have been seeing each other for 2 years I am sure it wouldn't feel inappropriate.

 Am so glad to read this from an indian as I'm being an indian yes he want to have sex in the mean time he hesitating to ask you and about u if u have same thing in your mind I mean u want to have sex with him?
