If a 15 and 17 year old are having a sexual relationship there is not going to be any issue of prosecution. Best to talk to a charity such as http://www.relate.org.uk/young-people-counselling/index.html if you want to know exact details.

 For all legal purposes only penetration is considered sex so only penetration is considered illegal. What do you consider to be dry?
