You could look for skin care products with AHA and/or glycolic acid in them. They promote skin shedding and so reduce your risk of ingrown hairs (and you only need to use them in the areas that you're shaving). Don't worry about getting the most expensive, just try to get something with 5-10% concentration of either AHA or glycolic acid. They may cause irritation if used in correctly, always follow the directions on the packaging.

You could shave and then roll deodorant over it, strippers do it! Or pluck the ingrown hairs out with tweezers.x
