At the moment shes going out with a guy who I don't really care for but I'm waiting till after to tell her how I feel. Should I and how do I?

Therefore, because there is no balance here between logic and emotion, Id say you should tone down your relations with the girl and continue to respect her relationship with the man. Good luck.
