Maybe he's worried that his anxiety will result in you leaving him maybe. I'm sure you're not the type of person to do that, but when he has these anxiety attacks he may feel as though he is pushing you away, even though he can't help it.
If you have no intention of leaving him, then let him know that, even when he is at his worst. Has you bf been to see anyone about this anxiety??? If not, it might be wise to go and see a doctor, they can refer him onto someone who can set up treatment/councelling to help with his anxiety.
Just keep assuring him that you love him and that you are there to support him. All the best x
