There's no harm in trying. If you're really good, you can probably make him feel like he was the one pursuing, not you, and get around that whole "conservative" thing.
Find out what things he likes to talk about, get him talking aobut those things, then while he does, act interested while getting physical. Laugh when he makes a joke, put your hand on his arm or chest, sit close to him, and smile a lot. Play with your hair a little. He'll get the signs, and that will hopefully give him the courage to move forward, past the awkward stage.

One thing to be wary of is that courting him could make him feel emasculated and actually push him away.

It's a good thing to see that finally some of us have waken up and take the lead.. it's about time!
We live in a modern world..than why the hell not act like it. And when it comes down to it... maybe you will loose the chance of your life, JUST because you we're conforming to the standard rules... hey the rules are there to be broken!
