My advice for now is not to interfere with the relationship as you may lose your friendship with both of them. You may move on and find someone else but if not then teen relationships don't often last very long so your chance will come.

 Be patient, it would be unfair to tell her that you love her whilst shes dating your friend just be there for her when she's sad and be happy for her when she's happy. unless you feel you have to tell her then do but i suggest waiting until there relationship ends to make a move otherwise you loose a friend.
