Oh, and as for clearing pre-cum, you just urinate regularly. If urination is painful, you have an infection. Or possibly other more serious things. Like bladder cancer. That can kill you in a few years, after they remove your bladder and have you collect your urine in a little bag attached to a tube that comes out of your abdomen. No more need to pee through the penis with that.
Go see a real live doctor, in person, who looks at you, takes a urine culture and gives you proper medicine to take.

I've never heard of a problem like this. Go and see a doctor or go and ask your question on www.netdoctor.co.uk. It could be cystitis, do you have to pee more often than normal? If not it could be an STD? Use condoms and make sure you keep really clean down there.
