I've tried orgasm by manual stimulation and it's only worked once out of many, many tries, and my hand hurt horribly afterwards. Not even oral will get me to orgasm. Some women don't need much to orgasm, but some need a little more. Try something different. You'll find something that works, even if you can't achieve it through phone sex. Good luck.
