If you love someone you should do what you think will make them happiest, not just what you want to do.
If by telling them it will cause them anguish then no, do not tell them.

reader, anonymous, writes (9 August 2008): I will not say it in so many words if I am unsure of his feelings or reaction; BUT I will use very suttle ways to "test the water" and see if he might also have feelings more then just "platonic" friendhip;
Once you have a clearance on that you need to calculate the risk of either pay a lot more attention to him him or have a chat to him; BUT first I will "test the water" with flirting etc!

You should express your love for someone by your actions. Words can inetunes mean nothing, but an action towards someone else speaks thousands of words.
There are many people who would like to hear the words "I love you" be uttered towards them, but when it's done incensirely they're better not said. But expressing these words into actions would let a person know you love them, even without saying it.
