 I agree with Honey...he may just see you both as very good friends. You could tell him how you feel but you may risk the relationship ending if he is not on the same emotional wave as you. If he is a pastor them perhaps he isn't looking for romance, but if your heart just can't stand it, then you may have to confess your love. Keep it light and maybe ask him how he'd feel if you developed feelings for him, maybe test the water a little...or you could just jump right in!!

 Sounds like he sees you as a companion only.
Considering hes a pastor and you are a member of his church maybe he feels that it wouldnt be ethical to make moves on you.
So either enjoy his company or take the proverbial bull by the horns and discuss your feelings with him.
There is no way us Agony Aunts can tell you if he has feelings for you...
