okay my sister is texting this guy on facebook and they hardly know each other. he's way too young for her and she's way too old! She flirts with everyone guy.

I'm so ashamed of her. If mum found out she would go mad!! But she let's me read her texts. I asked her she really liked him or was just having fun, but she said she loves him and nothing's going to happen, but he is planing on them having babies together and getting married and moving away. pleaseeeee help me...

You need to talk to your sister about this. Let her know that you're worried about her and that this younger man's ideas are freaking you out a little. I'm assuming this is an older sister that you're talking about so if he is "way too young for her" then he'll be closer to your age and perhaps too young to be having ideas like that.

Unfortunately, talking is all I can suggest at this stage. I wouldn't recommend reporting your sister's behavior to your mum at this point as that could make the situation worse and make your sister angry with you. Try to find someone else who can also talk to your sister, a close relative or a friend of hers, so that she has more than your opinion to consider. Always keep it clear to your sister that you care about her and want her to be safe and happy.
