As soon as I mentioned maybe moving in together or taking our relationship further he ran a mile.. Things changed after that and I no longer see him, he started to always be busy and have no time for me... but a year on and he is still texting and calling me and wanting to meet up, we arrange to meet up and he blows me out. If he doesn't want to be with me why will he not leave me alone??

He's seeking a physical relationship, but is afraid of a committed one. Some people are like that. I won't commit, but I do want what you have to offer. Tell him you're not playing games. You're over, and he needs to grow up and figure out what he wants, unfortunately it won't be with you.
