After all, he has admitted that if it wasn't for her then he would start a relationship with you. I know that he knows about your sexuality but does he know that you're interested in him? If not then tell him how you feel. Hopefully he'll dump his girlfriend for you seeing as you've said that's he's interested.

 Do nothing while your friend is still in a relationship, but don't do anything to jepordise his relationship, if you're a good friend you will respect his status with his girlfriend, I would recommend only persuing this if he and his girlfriend split up, in that case then I would talk to him
