 We need a bit more information than that! He could be doing the age old teasing the person you like, or he might genuinely find you annoying!
How else does he act around you, body language, gestures etc? Then we might be able to help =)

 In my personal experience whenever a guy said I'm being annoying they really meant that. And I can't think of any kind of compliment or an affection move which would have *annoying* or *irritating* along those lines. I think maybe the guy IS annoyed by you? It's not really much of a context to judge by though.
