It will decrease the likelihood of a sperm successfully reaching the ovum if he pulls out, for example, if the condom had a tear in it.

a condom is a barrier , as long as it dosent split then staying in is fine, the best thing to remember about condoms is to not use 2 , to not use certain lubes and to change condoms after he has ejaculated, then the only prob you should come accross is the condom splitting, which is rare, generally peaople use the morning after pill if this happens

If you are only using condooms as your form of birth control then I wouldn't take any chances and have him pull out. If you are using the pill or contraceptive foam as well then you'll probably be okay. Don't take any chances though, unplanned pregnancies are the pits. Good Luck!
