WHat fit and slim ladies have you seen around that are 'bulked up', really muscular? Unless you are on a specific training program for developing muscles size ( like the body-builders), or muscle power ( like the proffessional sports players), you will not get huge muscles.
You will instead get nicely developed heathly fit muscles, that will make you feel and look lean and strong. If you are at the beginning of teh fitness journey , you will most likely have to start with light cardio ( 20min or more continuous movement that builds into a sweat- 2,3 times a week), and with posture exercises (strenghtening your lower back, tummy, joints and learning what are the best safe ways of moving your body). NO worries for building up muscles here !
Running , swimming, cycling regularly ( 3 times a week, breaking up int o a sweat and maintaingn it for min 20mins) will give you the slenderest toned up legs for your make-up potential.

but muscular do u mean seriously body building legs? be realistic here. excersing for a good period of time will not exert your muscles to man muscles lol. but on the other hand this will tone your legs and thats what you want! there is quite a difference between toning and body building muscles. toning will define them and reduce fat appearence/ eliminate excess fat. while bodybuilding gives you extreamly defined muscles. go for toning! but remember to eat right most importantly. some excersices are leg lifts, and squats!

If by "lady like" you mean "cottage cheese thighs" then by all means, stop exercising.
Seriously, though, loose weight by eating right and exercising. Toned muscles are very sexy (you can stop short of the body-building shape). Ask any guy whether he'd like to see a woman with well-toned legs or flabby, soft legs, and he'll tell you.
But you really do want muscles. Muscle helps keep your metabolism up -- it takes more calories to keep muscles than fat does. So if you have muscles, you're burning more calories JUST BY SITTING THERE than you would be with the same amount of fat.
