We are going to the movies and my mother is chaproning us. I want to let her know I like her (maybe a kiss). When and how with my mom there?

My mom went with us also to chaperone and that is good that your mother is chaperoning you too. My mom was sitting right next to us. We only held hands through the entire movie which was a little akward since my mom was there and kept looking. If you want to kiss her, maybe you could wait until you guys were by yourselves somewhere. Or you could eat up the popcorn fast then ask if she wants to come with you to get some popcorn, then kiss her. It could work. Good luck, and I am hoping you have fun!

Is there a more appropriate way that you can let her know you like her?

I am sure that if your Mom is willing to chaperone you and your girl, she will be smart and discreet enough to give you a few moments with her head turned away so that you can get in a quick kiss or too.
Oh, and may I say, hats off to your Mom, its nice to see there are some who still care enough about their kids to put themselves out like this.
