 okay as your in the UK if u explain ur situation to a doctor, understanding the fact that you get heavy periods, have not had sex and dont plan to, i dont see a reason why the doctor wouldnt let you on the pill. although there are other methods such as injections [dont no how you feel about needles] which are only given once every 2-3 months?
Think about everything before u decide anything tho sweetie

 Sweety there is nothing to be ashamed about if anything im sure you mum will be proud of you for asking at least your being honest and safe ! shell be understanding, all u do is explain !
i had the problem of not telling my mum until i was 16 that i was actually on it and she was really uspet that i didnt confind in her cuz she wanted to go through it with me ! honestly youll be fine just ask her if you can tlk to her about something thats been playing on ur mind ! you heard that the pill can help with period pains and ur suffering badly at the moment take care good luck !
