Dude, it is RARE that friends turn into lovers. Your best bet is to meet NEW girls, and turn them into your girlfriends. The only time Friends can turn into lovers is when there is ALREADY some attraction from her to you...again, hard to do when she sees you as a friend.

I think you do not have a real friendship with her if you can to work so hard to ask her to hang out. Maybe it is not what everyone else thinks that is bugging her. Maybe she thinks that you like her.
What I can not understand is why you would rather hang out with a girl that is just a friend, when you could use that time to be in the company of a girl that could actually offer you more than a friendship?
