No, they are not afraid you bite. They are afraid you are going to turn them down and humiliate them.
OR they might not even realize that you are available. Typically, the confident women are already spoken for. That is why they are confident, they got a guy are happy with him so they don't need to play the dating game with the men around them and don't. No point in asking them out because they will just nicely turn you down and that is even worse then being humiliated. Can't say a girl happy with a guy is a lesbian after all.
The dating game has complex rules. Following them correctly requires knowing exactly what to do and what point. Of course, you could just ignore them. No law that says YOU can't make the first move.
Scary? Well, at least now you understand how the guys that don't approach you feel.
