I definitely agree with honeypie.
i don't believe its a good idea to even try something to begin with. Doesn't sound like his interested either. Unfortunately you just read too much in between the lines. speak with him say hi but dont try to hard, you'll just come of clingy. its best to just take it slow.

Well I guess he feels uncomfortable contacting you outside of work, he may have plenty of reasons for this. Try not to take it personally. I guess he just wants to keep his work life and personal life separate. It could also be a case that he feels more of a friendship with others he calls outside of work.
