Why doesn't he come and visit you? If he knows how young you are he should understand that it would be unwise for you to travel to a different country to meet him. If he really cares about you he'll come to you.
However I feel I must warn you that it's soooo easy to exaggerate, forget to mention something or even outright lie over the internet and phone (if that is how you met).
If he makes excuse about not coming to see you then it may be that he hasn't been entirely honest with you about himself or his situation.
