This isn't the sort of thing you should be worrying about at your age. And if everyone else is telling you that he is bad news then listen to them! You might think it is cool and exciting now, but the 'bad boy' relationship thing always ends bad, trust me. Let it go and forget about him.

Normally I am not against age-gap relationships but there is a huge emotional gap between being 11 and being 15. It sounds like you have a crush on this guy and that is normal. However, you are just starting adolescence and he is somewhat older and maybe in a different place in his life. He may want a different sort of relationship to you and he may regard you as a little girl since you are a couple of years younger. The fact he has a bad reputation may just be gossip or may have some grounds - whatever the situation I would say leave this guy alone for a few years. If it was mean't to be then time won't matter so much and it gives you time to decide if you really like him.

We all have to make our own mistakes in life and if you spent your life doing what everyone else told you to do then you wouldn't learn very much or get very far.
Take on board what everyone has said, be careful, but do what you feel is right. You say your head and your heart say go for it, if that is really true then go for it.
