I would tell him ONCE, sorry no can do on the evening date, I have stuff to do. Now if he asks you again, feel free to ignore it. You shouldn't HAVE to tell him over and over that an evening date ins't possible.
Does it have to do with respect?
Could be, or that he simply don't take no for an answer - which in a way is NOT respecting your NO. OR he thinks you are playing "hard" to get.
