Certainly not, most people who are friends end up as lovers, there's only a thin dividing line between them. If you like this this guy wait for the right opportunity, then let him know you'd like to be more, he could be trying to find out how you feel. If you've become friends very quickly then it is likely to lead to a relationship (that's what I've found from past experience.) However if you've become close friends over a period of time, you probably know a lot more about each other and are very used to being friends, so if you started a relationship, you would have a lot to lose were you to break up.
