Totally normal.. when it comes to sex and desire, people like all types of things. You find touching your own body too normal, and don't see anything sexual in it. But when another person touches you, then it feels different and it interests you.
Now of course I'm not suggesting you get anyone to touch you right now, it's best if you wait until your older. Just don't be afraid of your body, and know that everything about you is perfect, even if your different from other people.

In my opinion, there is nothing abnormal that you are turned-on only by touch from someone else. Attention from a member of the opposite sex is obviously most natural. Masturbation is, again in my opinion, just a function of stimulation usually supported by outside stimulus, such as pornography, or with imagination. When older, memory may also serve to facilitate. But for a young teen, masturbation would be the safest and proper way to explore and relieve budding sexual tension if you possibly can.
