 Some hair is ok but if it really bothers you then get saving some cash as laser therapy is very effective if expensive. I have had that done recently and I can tell you that it hurts a bit but is really effective at zapping hair and it doesnt grow back - medical clinics and some trained beauty clinics have facilities to do the work. A lot of the people in my clinic waiting for treatment were men so don't be worried about being seen there.

 Don't do it right now. First, because -- the majority of respondants have spoken! -- hair on guys is very masculine, and it's hot! You might just be ahead of your age-mates in developing body hair, so consider yourself groundbreaking.
Believe me, girls won't think you're a freak; more likely, they'll be fascinated and intrigued (speaking as a woman who was fascinated by hairy guys when in school). Especially if you're one of only a few guys at your school who's starting to grow body hair.
The second reason for not doing it, is that it just grows back, and you lock yourself into an unhappy routine of waxing/plucking/shaving and worrying. It's no way to live!
Accept that you're fine as you are and please do be assured that there are lots of girls (and women) who will think that your "pelt" is very sexy!

 Guys have hair...what's the big deal? You say arm, does that mean you have more hair on one arm than the other? Then you may want to try to even it out. And what's with "upper" legs don't you have unwanted hair on your lower legs as well? All joking aside, hair is hair one must learn to live with it. It'll cost you a fortune to have it permanently removed. I'd just start working on my pick up lines if I were you.
