To give you the Wikipedia answer to your "what is a lubricant' question...
A lubricant (colloquially, lube, although this may also refer to personal lubricants) is a substance (usually a liquid) introduced between two moving surfaces to reduce the friction and wear between them. A lubricant provides a protective film which allows for two touching surfaces to be separated, thus lessening the friction between them.

You can get lubricants from high street beauty shops, like Boots and Superdrug. Be careful to find one which is suitable for use with condoms, as Vaseline is not, as it is not water based. All the ones you find in these shops will be ok, but check the packaging anyway. If you want something a but more extravagant, maybe visit a proper sex shop like Anne Summers, like do some exciting stuff!
As for where you put it, it depends what you plan to do. It is safe to put onto your vagina or onto the penis/condom already on the penis or on a toy. Just put some in your hand and reapply as much as you like! Have fun
