Just speak from the heart. What feeling come naturally to you about this person? What memories do you have about this person? How has this relative contributed to your life? Are you happy them lived to see 60? Do they give you good advice? Do they make you feel special?
If the toast was being giving to you what would you like to hear? Don't over think it. It's the thought that counts.

I don't know your relative's name, so i'll make one up.
Johnny.
You could start your sentence for your speech by appearing happy/upbeat and stating that today's a wonderful day because we're all gathered here today to celebrate Johnny's 60th birthday.
You can then add, that you remember all the good times over the years and that Johnny is a huge part and a very loved member of the entire family.
You could then add a few funny bits if you like. Think beforehand about this, because you want to remember what you say.
I'd recommend that you type/print off on a white sheet of A4 paper, all that you're going to say, from start to finish and it is acceptable to do that.
Whilst reading though, it's important to remember to maintain regular eye contact with your audience and primarily that of Johnny, as it's his birthday.
I'm not sure if you've made prior speeches in front of people, however, this really is a great tip.
Try to think of a funny event that involved you and Johnny or Johnny and somebody else.
Try to crack one or two ACCEPTABLE/POLITE jokes maximum and make everybody laugh and you can talk about what Johnny means to you as both a person and a relative.
You can then make a toast for Johnny and wish him 60 years young for his special day and ask everybody to raise their glasses for Johnny, then you can start singing happy birthday to dear Johnny and all will join in with you.
The real key is to make your speech sincere and to make Johnny feel truly special.
