 Please be really careful here because a wrong word to the wrong person and you could really screw up your relationship with your Dad for years to come. Unless you have some other reason to think that your dad is strange then he is probably just proud of you. Possibly you remind him of your Mum when they first met but that doesn't mean that he's thinking anything inappropriate.
As for breasts, sadly, we have little choice, if they come across our field of vision we look at them - hopefully only for a split second rather than leering at them - but we can't help looking even if it is totally inappropriate to.

i don't like it when you look at me like that, Why do you look at me that way it makes me feel awkward so please stop... after that, have a conversation with your mom.
i am not saying hes a perv.. but it kinda does make ya feel icky....

Unfortunately all dads are also men.
He's probably just noticing how much you are growing up and turning into a woman now.
As for hugging you and tell you that you are beautiful... well that is just normal. You are his little princess and he wants you to know that. He wants you to not plaster your face and try and look older, and he DEFINITELY doesn't want any boys to come on to you because no boy will ever be good enough for you.
Dad's are annoying and weird and it's one of these things you just have to put up with.
