I need help communicating with a girl I want to take out, what do I say?

where can i take a girl out!! we've only been out once together and that was just at a party and we went for a few drinks n that together. what should i say if i ring her up? how can i ask her to go out? why am i not ringing her, am i scared incase she says no. what could i say to her, we got along okay on the night and ive texted her for about a week now , should i ring her?
