I moved country and thought I would forget the guy I met before I left.. we are in contact alot and hes coming to see me.. but we are not exclusive!??

Moved to a different country recently. Before i left (3 weeks) met this guy. Thought i'd forget bout him when went away, but it seems that i havent. He rings everyday regardless of cost. Coming to see me soon too. However we're both unwilling to call ourselves boyfriend and girlfriend. Why and what does this mean? I know its silly to start a relationship after 2 weeks and it's just being sensible not to put ourselves into a bracket, but i wonder should i be worried about it?
