But now it's really awkward between us because im not sure what he believes whether or not it was me and if he believes I like him? He is a bit off with me after and I have apologised and he said its okay. but now he's not being normal? What do I do?

Well he may just be confused for one thing.
You have just gone and told him you don't like him! How would you feel if someone did that to you?
1) You might feel a little hurt if it was your friend and you though they liked you.
2) If he *likes* you as more than a friend, you have just told him you DONT like him in that way
3) His ego might be a little bruised
Just carry on treating him like you normally do. Things will blow over soon enough.

You stop messing around and tell him that you do like him. If he likes you back, great. If not, you move on.
Good luck.

You should have pretended not to notice. Now if he did like u before he won't now as uve already said that it is not true that u like him. You have mucked up your chances
