Lol... I presume your age is posted incorrectly because this is not a typical issue for a woman of 41 to 50 years old.
What's wrong with you, you ask? Nothing is "wrong". You are young. This is an immature reaction. You will grow out of it (assuming you are not, as your profile reads, 41 - 50 years old).
Firstly, 3 weeks is not long enough to be in love with someone. You are in the discovery phase. You got shy because your feelings have become more intense for this boy. That's normal.
You have to stop building up hugging the boy in your mind as a big deal. It makes it harder to overcome.
Wait until you are with him next and start slowly. Touch his hand while talking in a flirty way, and then remove it. Allow yourself to test the waters and progress from there. It is likely he will reciprocate.
Or while texting him, end a text with a "hugs" or "xx".
Don't be seen running away again, though. It may advertise an immaturity to him that may be a turn off.
