He's probably shy, or scared that you'll reject him!
If you feel brave enough, ask him to go out with you somewhere (the cinema, or something) just don't say, will you be my boyfriend (Hello? How sad.)
Eventually he'll realise that you like him and then he'll feel more confident. You just need him to feel confident and comfortable with you.

 I agree with the other replier drop hints and make it really obvious that you like him as he maybe worried of you rejecting him.
If he still doesn't make a move and you really don't want to make a move then maybe you can go back to his friends and tell them maybe they can talk to him and get him to make the first move.

reader, anonymous, writes (23 September 2006): heya, firstly..if he doesnt know you like him..its gonna be hard for him to tell u he likes you..drop hints, that you like him..try and get close to him,,flirt..flirt and keep flirting..and see if he flirts as well!if your 100% sure he likes you and you feel like you've had enough of all this..go up to him and confront him yourself..but wait for him for sometimes..its better when the guy does it:P
