Why should she get upset that you like her brother? Just don't get all caught-up on him; and forget or ignore your friend!
If you and she are just becoming new friends; maybe you should work on that friendship first. It would upset her, if you're only being friends with her to get next to her brother.
Besides, he just stared at you. He might have stared back, because you stared at him first!

Guys have "bros before hoes" and girls have "sisters before misters" = friends before girls/guys - neutrally: "mates before dates". Your friendship is more important than a crush on her twin that will pass because of your age.
If you and her brother tried to hang out and it didn't go well, it will make things awkward between all of you. Let it go and keep it to yourself; it will fade.
