I don't know what the law regarding consent is in the US but if you were to have a relationship with this guy at this stage it is something you should look into because you are so young and he is two years older.
Assuming is perfectly ok, then you should just take it slow. Become really good freinds first before introducing any romantic element to the relationship. Maybe you could tell your friend you're interested in their brother and see where is goes.
