But he has a girlfriend and he says its not working out between them right now because she doesnt know what she wants and shes acting stupid i guess..and they've only been going out for 5 months..but the thing is..is that he just doesnt break up with a girl he waits it out and waits for the girl to decide if she really wants to end it or not so its a slow process i guess u can say. And also we've been talking about hanging out and he can come and pick me up with his friends and we can all hang out but im scared if i do he's going to want to kiss me or somthing and thats what i dont want because i dont want him to cheat on his girlfriend even though they MIGHT break-up..and i know im going to want to kiss him back but i dont want to and i dont think that he really knows exactly how i feel about him i mean ya he knows i like him but he doesnt know that i want to go out with him and i dont know how to tell him how i feel about him..im to shy to talk about that.......I know It sounds really stupid and confusing but i need advise on what i should do about the WHOLE situation

Guys with girlfriends are never a good idea to get with, as you said you don't want him to cheat on her but he's already chatting you up while he's still with her, there's nothing to say he wouldn't do the same thing to you.
Never believe a guy that says it's not working with his girlfriend, because if that were true then she wouldn't be his girlfriend, he should have the balls to tell her it's not working out but instead he's afraid of looking like the bad guy.
