A kiss does not have to be sexual or erotic. A kiss can be for friendship, or for family too.
Even if you had a sexual kiss with your half brother, it is not illegal. It is illegal in most countries for you to get married, but nothing else is illegal. However incest is morally wrong, but incest means having sex, not just kissing. Incest CAN be legal, as when a half brother and half sister is allowed to marry, or when a cousin can marry another cousin. In these cases marriage = legality of sex. If a marriage is illegal between you in your country then sex might be illegal as well. However kissing isn't illegal, and who would find out anyway.
What your parents would think of it is an entirely different matter though.
But who hasn't kissed their sibling for experimentation? I think most if not all siblings have tried it, usual as children though.

Each country, and each state within the US has different laws. You would need to look into your own states laws.
Incest can mean simply sexual intercourse, but it can also mean other sexual acts. Kissing a family member (e.g. peck on the cheek) is not a sexual act, but a full snog may be interpereted as such in some places.
Some countries and states only count incest as those over 18, others would put both minors on a sex offender register if they were found enganging in incest.
Some states and countries have no penalties (even though it is breaking their law), others could be 25yrs in prison.
Here in the uk, incest is sexual acts (hertero or homo sexual) between closely related person and their parent, grandparent, child, grandchild, aunt, uncle, sibling, half-siblings, nephew or niece. It is punishible with up to 14 years in prison, and also would be prosecutable under sex offender laws if the participant was under the age of consent.
However regardless of whether kissing (rather than full sex) is illegal there are some other issues you need to deal with.
I think you need to be aware that kissing in a sexual way with your half brother could be termed child-on-child sex abuse and so you need to seriously look at getting some help.

reader, anonymous, writes (19 December 2011): As far as I know, it's only considered illegal (in most countries anyway... some have no legal prohibitions on consensual incest between adults) if you actually have sex - intercourse, that is - with a close relative. However, any form of sexual activity between relatives is conventionally considered to be taboo.
How did this kiss come about? Feeling guilty is simply your conscience letting you know (either accurately or not) that you've violated a moral standard, and bear responsibility for having done so. Don't let is crush you though; the easiest way to remedy it is by forgiving yourself, then avoiding doing the thing which is causing you to feel guilty again in future. Take care x
