It sounds like PGAD, or Persistent Genital Arousal Disorder.
There isn't much to be said about the disorder, other than doctors know what it is. There are some treatments of the symptoms through pharmacologic methods such as antidepressants and gels (I would imagine placed directly on the the genitals).
