The foreskin is the part which is circumcised at birth, or if your parents were religious, 8 days after birth (this is from biblical times. Circumcision was a way for Isreal to say 'hey, we're free because Moses said 'Pharaoh, pharoh, obey me, let my people go' as the voice of God when freeing the people of Isreal from the slavery the faced in Egypt.)
It was long debated weather or not circumcision was really better for you than being uncircumcised, but it really doesn't matter. The foreskin just needs to be cleaned well with each shower, using just some soap and water, and rincing it thoroughly. Also, when putting on a condom, you have to pull the foreskin back, which you can google by looking up 'uncircumcised' or something of the like for more information.
My boyfriend is circumcised, and he has little pink scare about three-quarters of the way down his penis, towards his head, where he was circumcised at birth. 80% of males in the USA have a circumcised penis.
Perhaps you could talk to your father about it, but circumcision is no big deal, unless you're religious. I plan on having my sons circumcised purely because it's more low-mainenance. Plus, I have an uncircumcised special-needs step brother, and my step-father used to have to take him into he bathroom and kind of remove the sand from the foreskin, which the sand got wedged up into. Just a little extra mainenance is all. Completely normal, and VERY natural. It's nature's way of protecting the head of your penis, just like the outter lips (labia) of a girls privates. This outer-layer, which you see in the pornography videos/dvds is nature's way of protecting the very sensitive inner labia, urinay opening, and vaginal canal.
Circumcision is also performed in some cultures on women, but it's not necessary in most. They do this by removing part of the clitoral hood, which you can google for more anatomy. The clitoral hood is what covers the VERY sensitive 'button' which provides a woman with stimulation during intercourse. As an American woman, I have not had this done.

I'm not sure, but you may be looking at the difference between uncircumcized and circumcized. If you have "floppy skin", you are uncircumcized.
