Rhythmandblues is right about asking a doctor if you're really peeling around the eyebrows, and in that you're probably hiding your beautiful young skin.
If you're doing the right things in moisturizing and exfoliating and staying hydrated, then letting your natural beauty shine is probably the best thing.
Where do you buy your foundation? If you go into one of the shops where the assistants can help you, you could ask if you're using the right products and check to see that you're using the right amount. Some of them are very heavy and have a lot of additives, and if you are applying too much of it, the foundation dries and looks flaky. I'd start with the idea that 'less is more,' and apply it with a lighter hand and use much less than you think you need. You can always apply a little more if needed, but I bet you look just fine with some light powder on that lovely skin!

reader, anonymous, writes (5 May 2008): You may want to consult a doctor, if you have peeling near your eyebrows, it could actually be a fungal type infection, so go see about it.
I think 13 is too young to be wearing foundation....your skin doesn't need it and it may clog your pores. Use a little liquid blusher and some lip gloss and you are good to go....young teens don't look great too made up with makeup, it can look creepy, like a doll. You are too pretty to cover up all that pretty skin with foundation...if you must, use only powder to control shine.
