why not go pick a stone pebbel and paint a picture or put words on it, hand made gifts are always the best and no amount of wages can give better.
Pick some flowers press them and make a card.
Have a go at making some sweet buiscuits ask mom to help.
Ask a freind if they have an old bead necklace you can have, take the beads off and rethread and make a freindship bracelet.
Collect some sea shells put them in a little basket, and put the shell to her ear and she will hear the sound of the waves. All you promised was a gift so if you can not buy one try and make one.

A hand made gift can often hold far more sentimental value than any store-bought piece of tat can. Consider including personal elements to it: a pet name you have for her, or the lyrics to a song you both enjoy.
There's no reason it can't be just as, if not more lovely than something bought.
